Devlin, drowned, dragged, delivered!
Devlin is a historical figure. He was the High Adjudicator of the Peninusla, working to outlaw gods, following the previous war with the Linger Straits.[1]

Devlin outlawed many faiths. He made the process of worshiping gods more bureaucratic, with licenses and regulations. This cut down on unnecessary sacrifices, at the cost of stability in the inner territories.
In '08, about 50 years before the current time, he outlawed the worship of the Trawler-man.
He is considered a national hero of the Peninsula for his actions. Followers of the Trawler-man disagree with this view.[2] Carpenter says that he tore the inner territories apart, just so the people in the city could keep doing what they'd always done, just "with a shiny ribbon and a licence". During the Fiddler-Crab's feast, followers of the Trawler-man toast to his death with the phrase: "Devlin, drowned, dragged, delivered!"[1]
